Construction commenced in 1996 on supporting infrastructure for the first phase of resort development. At the same time visitor facilities for accommodation and recreation were developed in order to attract Jakarta residents to the location.

The establishment of Tanjung Lesung Leisure Industry as a joint venture sub-developer enabled construction of the marina to commence and also a first high quality ocean front residential estate.
The S.E. Asian economic crisis of 1997 and the subsequent events in Indonesia leading to the overthrow of ex-President Suharto put back the development programme by some 2 - 3 years.
